Hyrule Prime, a Custom Settlement.

Settlements, also called Cities, are one of two types of "Settlement" in Hyrule: Total War, the other being Ruins. Settlements are 8-tier "buildings" required to construct every other structure in the Freeform Campaign excluding Watchtowers and Forts. One settlement in a faction's territory is always it Capital, home of it's Seat of Power and enabling it to train generals. While a Faction can lose its Capital and continue on, losing all of its settlements will result in the destruction of that faction and defection of its surviving armies to the Rebels. All settlements must reach a certain level of population growth before being able to upgrade to their next tier. In Hyrule: Total War, the distinction between a Fortification and Settlement is solely for the purpose of the game engine's custom settlement limits.
